Philippine President Gloria Macapagal Arroyo has
declared a state of emergency after military officials say they blocked a coup
attempt against her.
Arroyo made the move today to assert control during a television address.
The embattled president, who has come under fire for the legitimacy of her
poll win last year, did not mention a coup attempt in her speech.
The rule would allow for arrests without warrants and an extension of the
time suspects can be detained without charge, according to Reuters reports.
